That is a dwarf Alberta spruce, chances are low without a lot of care. Even then they aren’t great when you transplant something.

It doesn’t warrant replanting. However, it is too large for where it is now. I’d just replace it with something else that has a smaller footprint.

I’m guessing it won’t get much bigger than this, if you’re looking to keep it, you could extend your sidewalk with brick or something that would add character and then flow into a garden bed down the driveway. Just as an added potential solution you may not be thinking of.

Maybe, but with the concrete around it you won’t get a great root ball. The backside of that Alberta won’t come back. Transplanting would also possibly cause some die off. This wouldn’t come back either. If it was mine I wouldn’t waste my time.
