Definitely, and might even be too small for one (depending on the specific variety). Ones I grow in the ground can get 5-6” around at the base and 6-8’ tall. Those root balls end up about 5 gallons in size.
You can certainly grow a healthy plant if you maintain proper fertilizer and moisture, but it’ll be on the smaller end of sunflowers.

I have some Russian mammoth sunflowers that I have in the ground and also in pots. The potted flowers are already going to seed and the inground sunflowers are still growing and towering at about 6 ft
