I and my LO were planting some herbs indoor. We bought the indoors Hydroponic planter from Amazon. It’s been a week since we add these seeds. Some seeds have white fuzzy hairs around the seeds. Are they bad seeds? My first time, I don’t know what wrong with it. Please advise me

This is cilantro right? It takes bit of a time to sprout. Also the white stuff is mold. Could be bad seeds. Are seeds treated?
