I ended up trying three different methods for them: Plain water, soil, and perlite. The Perlite Cutting did not end up making it, it was more of an experiment after seeing other people use it for cuttings. The Soil Cutting wasn’t doing much, and I ended up switching it over to the water cup after seeing how well it was doing. The cutting in the pic is the one that’s been in the water these past weeks, and it seems to be doing the best. The Soil Cutting has a tiny leaf starting to pop up now.

Good luck, black raspberry is one of the hardest to root from cuttings. I have tried over two dozen, only 3 rooted and only 1 of them seems to have survived winter and begun new canes.
I would also recommend removing those flowers asap.
