From the photo looks more like algae. which happens when evaporation of water on the surface of the dirt isn’t happening fast enough this could be due to high humidity frequent watering or too cool of a temp. It’s usually sign that there’s an excess of water it’s not as bad as mold but it’s definitely the same conditions that mold could also thrive.
