More likely is is simply multiple stems. If a sprout got knocked off, multiple will grow. Tubers can also have >1 eye. However, you can’t know for sure without digging it up.

You would need to pull the tuber to check. Dahlias are grown for the flowers , and it’s very common in many varieties for the leaves to look like garbage.
