Edema or pathogen?

I started 6 varieties inside. Airpruned seed start pots with bottom watering with fan circulating air. Limited chance of fungal infection I would say. After potting up, with a new method making soil balls, all three of only one variety (F1 Squisito) started to Kittle and curl on the low leaves. Moved them outside and quarantined.

New growth seems to be outgrowing the issue. Edema makes sense for water stress on this particular variety? Thoughts? Hoping to trike away bad lead material and plant in ground today but want a second opinion.
