It looks like edema and some dirt on the leaf? Is the “dirt” a bug? I zoomed in and it’s blurry enough I can’t tell what it is.

My first thought was baby aphids, but once I zoomed in it looks like what can happen when there’s not enough airflow throughout the canopy. It’s kinda like dried plant sweat if that’s the case. An extra fan and maybe foliar spray?
