“Hey, I noticed you weed whacked our flowers. We’re hoping they’ll make it, so I wanted to let you know those are flowers and wanted so they don’t get trimmed again.”
It’s you assuming he’s being helpful, so he could pretend that too. But then he also can’t cut them again. If he does, then you know he’s malicious.

You might want to ask about it. The guy that cut my grass whacked my lavender. I was angry but let myself cool down and let him know what happened. He apologized and planted some flowers to replace

Looks like maybe daffodils and irises or lily’s- should recover and flower fine. A bit annoying but not plant killing.

If he is truly being an asshole and not just misunderstanding, plant some running bamboo where they were.
‘Hey Dave, thanks for getting rid of those flowers for us we are putting in some nice accent bamboo instead!’
This is the nuclear option since running bamboo is really hard to get rid of once established.

Technically day lilies are considered weeds. They’re invasive, aggressive and difficult to get rid of

My neighbor did this and thought he was helping me out. When I pointed out that I had planted flowers he apologized and said he didn’t know. All good now.

Well that sucks but most of those are irises and bulbs. So they should come back.
