It appears to be yes. Personal experience: had the same plant, albeit more variegated, and I left it out during a stretch of storms thinking the soil would be able to handle it since I made it extra drainy.
Forward a couple weeks after the rain and I saw what you are seeing. I didn’t panic and gave it time. Two later the entire thinking was rotted out.
Don’t know the fix. Just know it’s rot. Good luck dude.
