That bright green in the centers is just the color of the youngest buds. They’ll fade to that darker glaucous blue-green as they mature and will then open up into yellow flowers. The outer buds mature first, and when they’re starting to get bigger and less densely-packed like that it’s a sign that it’s just about to shooting up and opening the flowers, so it should definitely be harvested.

Yes. Cut the head off. Keep the plant alive. You’ll get a bunch of small shoots all season.

Check it really well for aphids. I was so disappointed when I grew my first broccoli to find it full of aphids. 😢
