Take it from someone who makes yards of Compost by hand each year and ruined their land using hay/straw… Steer AWAY from hay or straw as mulch or composting material. Industrial herbicide carryover is a big headache you do not want entering into your soil my friend. It's incredibly mobile and won't break down for many many years. 1 part per BILLION will affect beans, tomatoes, potatoes etc.
I've been slowly fixing a friends garden beds, after they'd been neglected for a few years on top of having a lot of excess building materials dumped into the bottom of them. Can't grow anything useful if your beds are two thirds full of concrete, bricks, sand, and dead earth. After a lot of work and time, I checked on them recently, and it seems life is now returning to the soil. Just planted a test batch of seeds, and few potato plants.
We'll see what takes.

Watch out for the aminopyralides. (Spelling?) it can destroy your garden soil for 7 years. we’ve had a bit of an epidemic here with contamination of cow/horse manure, and hay. I won’t put any of it on my gardens. I switched to pine shavings as mulch for the time being until I can get a guaranteed clean source of hay or straw. Wood chips work too.

Don't use straw for mulch – it's full of herbicide residue that will ruin your garden for years. Same can be true for hay. Be sure your hay was grown with no sprays. Nice to see you gardening!
