Pepper transplants may have to be moved into several container sizes while your are growing them indoors or in a greenhouse. The easiest way to know when to transplant a pepper is by their root system. I also feed them liquid fertilizer at 1/2 strength as it is easy to measure and use. If you go all organic, you have to make sure you cover NPK in your fertilizing.
