I planted a bareroot black raspberry plant a month ago. Since planting a new shoot has came out of the ground. Now that I have the new shoot do I prune the circled part that was part of the original stem or keep it?
That section of the old stem will try to flower (I have raspberries doing the same that I just planted)
Ultimately people will tell you that it will spend its energy flowering instead of growing roots, but unless you see your new canes start to wither or die back then I don’t really think it matters, it will still have most of summer and all of fall to develop after the fruiting period is over.

Keep it if you want berries. Leaves will also provide energy for the small plant.
It doesn’t matter overall though. Prune to keep cane borers at bay, not for growth/shaping. Raspberries can live through pretty much anything.
