Anything is possible! We have a simple grow hood, hooked into a basic outlet timer, ready to go to work as soon as our babies sprout! This is all experimental, I’ve never attempted to grow a root crop indoors, let alone through winter! What fun would winter be for us gardeners if we had to just sit around and wait for Spring?

Big or small, potatoes all have the same number of eyes on them. You can also grow them with wheat straw or hay.

I've grown plenty other stuff indoors, but not taters. I'm pretty confident that will work just fine as long as they get enough light. Just keep an eye on watering. Humidity inside the house tends to be really low during winter, and grow lights (even LEDs) produce some heat, so pots tend to dry out faster.
My guess is you'll only need to run the grow light 14-16 hours a day. If it's cool in the room they're in, run the lights overnight so the soil/plants doesn't get too chilly. Worst case scenario in a cold room, a small heater near the plants will help.
Right now our laundry room is full of cuttings, herbs, seedlings, and a Meyer lemon tree in a grow bag. The humidity in the room gets a nice boost when we run the clothes dryer. We're using a 600W metal halide light on a timer, and it looks like there's an indoor sun in there. 😎
