When they are dry and brown. I have harvested some dill seeds and planted more dill just during this grow season!
Do dill seeds require cold stratification?
And OP, when they are dry and brown. I cut the whole head off and close in a paper bag to finish drying.
Is that approximately where you want dill next year? If so, just leave it. I don’t ever bag my seeds for herbs. They just do their thing without me
