My pile was regularly at 120-140F for a week or two and I have been keeping up with turning it but we had a few days of heavy storms that cooled it off and I haven’t been able to get it back up since even with flipping it and pissing on it.

Leave it alone. Only turn it AFTER the temperature starts to drop again. Every time you break it open you are causing heat to escape.
It might just be done, or too brown rich. A strong green like coffee grounds could give it the boost you are looking for, Starbucks and other coffee shops will commonly give used grounds away.
Depending on what you are trying to do with it, this might be usable as is. If this is just a bit too brown rich you can use it to top dress now. A bit of extra browns is just mulch until it finishes breaking down in the soil.
