High winds rolled through and knocked over my sunflowers that had just started to bloom. Looks like just some loose soil and hopefully the stalks are not broken. Is it as simple as putting some new soil around the roots and standing it up ? Is there anything else to do ? Or is it a lost cause altogether? (Please ignore the grass/weeds in the mulch )

Get some of those metal wire plant cages to help them stay up
Or get bamboo sticks and tie them together
Looks like it still has turgor pressure and the stem hasn’t collapsed, so it may be alive still. Getting it to stand back up is not high on the probability scale, not on its own at least. You can use a pole next to it and tie it to the pole. Someone in North Florida had a pool noodle wrapped around theirs with a string through the pool noodle, then staked into the ground for support. A+ for ingenuity.

I’ve staked them up many times. Even “bandaged” broken ones. Once you stake it, though , it has to stay that way. The stake makes them weaker overall. So get some bamboo poles or something you dont mind looking at until these are spent
Ya they have a shallow root system and are super lanky so this happens. Even in the best of conditions. So don’t beat yourself up. Some staking can bring them back
