It’s doesn’t grow back from the wood like most conifers would. Look this stuff up before you prune anything next time. Time of year is also important for certain plants optimal pruning.

No, it’s dead. Cypress and most evergreens don’t handle heavy pruning. This will not survive, a tree this size has no way to regrow leaves to feed itself before its root store depleats and it dies.
