Touch it. But seriously, my friend has a 5 year old boy, and this is how he would tell, not grab ahold of it, just a quick touch.
Just pee on it. That will tell you if it hot or not.

Yes it’s a hot wire.
Yes looks like a poly wire fence, but the wool stuck on it will lower the voltage. Bet you wish you ran track in high school
My uncle used to have an electric fence around his animal pen. We would grab longer weeds to touch the wire and get a little tingle
Yes it’s polycord which is what I use. Good stuff.
Looks possible when there are insulators. With mine, I could barely feel the shock if I had my shoes on. Go bare foot and it’ll knock you down. Just don’t be the ground.
Lightly graze the back of your hand to it. If it’s electric, you’ll know in < 2 seconds. your body will instinctively pull away if it’s electrified. And you’ll learn why it’s effective 😄
The sting is also temporary. If you’ve ever been stung by a bee, it’s less than that. it sucks but it’s temporary and it passes.
Yes, that’s looks like the electrobraid type fence. If you look closely you should see silver woven in.
Why don’t you ask the property owner?
The hokey way it’s put together, I wouldn’t be pulling in it to climb it anyway. It may snap the plastic post.
Yes it’s a hot wire. But I do have to ask is it not your property?
It is an electric fence wire, yes, but there’s no way to tell from a picture whether or not it’s currently electrified. Follow the wires and see if it goes to an energizer somewhere, and if so, see if it’s plugged in and/or powered on. Or get an electric fence tester. Or touch it for a couple seconds and see what happens.
