I am thoroughly confused. At least three of the exact spots where I had dahlias last year have new growth coming up. I did not remove the tubers. Is this a dahlia?

I’m in zone 5B and we did not have a favorable winter.

    Yes, those are dahlias. Are they planted close to a house, heavily mulched, or buried very deeply? 6B here and they will overwinter by doing one of those things.

    I am in 7b and some of mine made it, some didn’t. We also had a cold winter. This year I am going to put a great big pile of leaves on top of the beds.
