Yes. Dig it out making sure to get all the roots and to go at least 1 foot down as they spread by stolons in every direction. You’ll need to check every few months and remove every new sprouts for the next 1-2 years. If you do not have anything else you care in that area, nor plan to plant anything for a while, you can use glyphosate. You’ll need to reapply multiple times.

If you’re concerned about them being toxic, you should also make sure you don’t have any azaleas, rhododendrons, tulips, hyacinths, daffodils, oleander, or ivy. Just to name a few.

Sure. [https://www.invasiveplantatlas.org/subject.cfm?sub=5375](https://www.invasiveplantatlas.org/subject.cfm?sub=5375) AFAIK you need to dig up the rhizomes.
With a hoe (riek), you can dig them up, it spreads underneath via an underground root network. You might need to repeat it several times. https://www.google.com/search?q=riek+nederlands&client=safari&hs=8KEV&sca_esv=2aaede6942444870&channel=iphone_bm&tbm=isch&sxsrf=ANbL-n5tARb_8b_MM0_bcnvOGrlsSNrV_Q:1778889450942&source=lnms&sa=X&ved=0ahUKEwi9v8XOv7yUAxUO9QIHHYzVCeoQ_AUIBigB&biw=375&bih=554#imgrc=mIZiveUOYl98aM
