Looks like root suckers off a tree of heaven to me. Extremely invasive. You said you have a black walnut elsewhere on the property. Can you share a photo of it, specifically the bark and leaves? They are sometimes confused, but one is a good native plant (black walnut) and the other is an imported nightmare.

Peonies aren’t this pinnate. Also, peony shoots would be more top-heavy with leaves than this. Besides tree of heaven, sumac might be another possibility.
