In the fall we had a four-trunk oak fall and had to remove the rest of it. At the center of the stump is this dark material. In the fall it had a strong scent and was more pulpy now it has a texture somewhat like compost but I’m unsure about using it directly in garden. I hate to see this organic stuff go to waste and just sitting on the edge of my woods.
We’ve just started a three bin system. Was thinking of adding it in there. Would it be considered browns?

That dark stuff in center is perfect for composting! It’s basically nature’s own compost already – the fungi and bacteria have been breaking down that heartwood for years. I’d definitely count it as browns since it’s high carbon material from the woody interior. Just mix it well with your greens and it should work great in your three bin system. The fact it already has that compost-like texture means you’re getting a head start on decomposition process.
