I was checking the head of my beheaded blue star for roots when I felt the lower portion of stem was mushy. I cut it open and worse case scenario happened, lower part is fully rotted. The top part is still firm. Is it worth trying to save the stem or not?

    that stem is no good. try slicing it higher up and see if the rot disappears at some point! should be salvageable since the top is still firm

    you did a good job by cutting it back.

    now make sure it REALLY dries and calluses. like wait a few days if you need to. and then stick it in dry soil. humidity can help them root faster (nothing too high, maybe like 30-50%), but it isn’t necessary. DO NOT WATER until there are new roots. good luck!
