Somebody planted some herbs for you. The oregano will mostly self-seed (and spread quite a bit if conditions are good) and come back annually.
The sage is a perennial. Just prune it back a bit if gets to bushy and wild-looking (it’s crazy tough/vigorous as long as it has enough water, so you don’t have to be gentle with it).
