I do not know this from experience but my guess is that it is more about time than season. If the weeds grow in and shade out the TBMB then what’s the point of letting it go until the end of summer? Probably do it now.
Depending on how hot it gets in your area some ground cover to keep the roots from getting baked may be a good thing
I wouldn’t do a weed mat anyway. They don’t work that well anyways. A few inches of compacted road base might* help, but I’d just leave it and pull the grass or spray a selective herbicide grass killer.
Instead of weed mat under.. could you just cover the grass now ,block the light. Not the prettiest. But I’ve never known grass to grow in the dark
