You can put down fabric or better yet cardboard before you spread mulch, but I don’t think this is coming up from the ground.
Your yard is covered with broadleaf weeds. I see clover, dandelion, and maybe POA. It’s spreading into your adjacent mulch beds.

Just get out there and pick them out. In the mulch they come out super easily and after a few weeks of just getting them up on the regular they don’t show up as often. It’s just maintenance. I don’t put any chemicals near the trees, personally. The only exception is when it’s nutsedge, then they get the leaf coat because pulling them is no bueno.

If you want to keep that tree you need to remove some of the mulch around the trunk and dig down to expose the root flair. Look up mulch volcano.

Sprinkle Preen on the soil and water it before the mulch goes down. Same after the mulch is applied. Minimal weeds through fall.
