Did you use epsom salts for extra magnesium? I did and my leaves are also coming in wrinkly on my peppers, which is usually a sign that too much magnesium was used, although it’s the same amount that I have used in the past, which is a teaspoon for every 2.5 gallon watering can.

When I have had this issue in the past it had absolutely no effect on the health of the plant otherwise, or the amount of peppers that I got. It just made the leaves wrinkly for a while.

It can also be caused by too much water, and we have had a lot lately.

Probably thrips, in my experience. Check the undersides of the leaves. When they bite and drink from the leaves they grow in deformed.
