What to do to further refine this tree?

I have had this juniper for a few years and am now trying to figure out where to take this tree. I am open to any suggestions or recommendations.

In general I can spend some time trimming out all of the pads but I have a feeling this is getting too big and spindly. I don’t have the option for ground planting (I live in a condo). Should I take some of the branches off? I haven’t settled on a final shape though it looks like it is a bit windswept from left to right… thanks in advance for any suggestions.
