It seems like you pruned it before and it got leggy again, so first I’d suggest checking the growlight with some ppfd app and then consider pruning. If you were to do it plant would probably slow down a bit, but then it has some tiny leaves on the bottom, that’d be enough to bounce back.

Yes cut. Starting from the top side of the basil, cut the entire top off the main stem, leaving a couple inches below that main node.
You can stick that strait into the soil burying it up to the bottom of the top leaves or stick it in the water.
I wouldn’t separate the two shoots that form the top as you’ll be less likely to propagate them. It’s a safer option if you cut the prop as a ‘Y’ formation.
It’ll take a week or so to see roots water or soil but water you’ll see them. And the bottom portion of the plant will start growing from the bottom node and will branch out.
Don’t give excess water to the potted portion as now it has less leaves and won’t need as much. But definitely put the pot in a bright sunny window being careful to pull it back when the harsh afternoon sunlight comes around. Leave prop in indirect light only until it roots.
