Hi! I have a hard time distinguishing between pothos and philodendron but I believe this is a pothos.
It was inside for the winter but I’ve brought it back outside for the last month. You can see from the pictures that the bottom leaves are very healthy as is the stem, but the rooted part of the stem has no growth or those leaves keep turning yellow, brown, then falling off.
It’s on my covered porch but gets plenty of light- the other plants with it are doing well.
Any suggestions?

I would cut and propagate the runners and start fresh.
What do the roots look like?
Soil looks like it could be chunkier. Does the pot have a drainage hole?
Did it go from indoors to direct sun? Or shade?
I would chop and prop. Unless you got keiki paste, those leaves won’t come back.
Comment above is correct about chop and prop. All vining plants will get bare vines like this if they don’t have something to attach to. Also, does your pot have drainage holes? If not, it could be getting waterlogged.
Looks like a pothos, chop and prop is the best way to deal with the bare vines since you won’t be regrowing lost leaves on those spots. If the roots are still good, the remaining nodes will activate after you chop and it should fill in nicely
