Previous homeowner was elderly and put stone down to reduce maintenance. I moved in last year and want the full space to be grass before moving on to some landscaping in the next few years.
Got a few quotes to remove the stone and put down topsoil and grass seed. The major issue was that no company could dispose of the stone cheaply. If I grade out the stone and put 4" of topsoil over the stone will the new grass grow properly?

Yes but grade it away from the house.
If you plan to landscape it in the future, I’d remove as much rock as possible.
My advice is to pay someone with heavy equipment to remove it especially if you don’t have a spot to move it to. Maybe just mow over it until you’re ready to do the full renovation.
Pull out that invasive ivy. Mosquitoes love to live there in the day time.
You can but you’ll get sparse weak grass and weeds that grow better than grass in those conditions. Scrape away another 2″+, replace with loam & you’ve got a fighting chance at grass
I’d have it removed if you want to do it properly. I’d leave a garden up against the house so you’re not having to trim that edge against the brick though, and consider whether the stone acts as a walkway as well to avoid a desire path
If I were you I’d remove 2” of the current rocks and crap and then put in the 4” of good screened topsoil to seed / plant in. I wouldn’t want to burry that much of my foundation
