I’ve lived here 16 years & the complex committee has mixed opinions on whether to cut it. It used to be arm level, now I can’t even reach to cut the dead branches.
But that’s not my issue right now. I want to chop the ones at the base for probably the umpteenth time, but within a day they are sprouting again.
I don’t want to use weed killer so what can I use, I’m about to go into chopping mode lol

Aesthetically, that is a butt ugly tree. It’s not a fern – it’s traveller’s palm tree. I would personally recommend complete removal, especially given its history of tumultuous regrowth.
You don’t need a herbicide for that. You need an excavator.
