Started on April 1. All other tubers are thriving. However, this one has been this size for at least two weeks. Do you think I overwatered and it’s probably rotting?

I think it looks fine. Some tubers take longer to grow. I think they need to be watered more often when at this stage. Not sure of your zone but I’m in 7b and recently planted at the stage you posted

It will! I had some like that and they shot uo overnight one night.
