Leaf eating nightmare beetle

Hello gang! I've been waging a losing battle against whatever these tiny little black beetles are in my Abutilon trees for the better part of 12 months now. These villains bore the leaves and new buds within an inch of their lives. The beetles themselves are around 2mms long, orange head and slight blue iridescence on black wings. They "flick" themselves away if disturbed or perceive danger making them a pain to be manually removed. Located in SW Vic! Thank you in advance!!
