We bought a house in December located in central NC and I’ve been going through clearing out weeds and trimming plants in all of the landscaping. There were a ton of large stalks seen in picture 4 coming from this large two foot wide root system and a few green sprouts starting to grow from it. Initial searches said the sprouts are angels trumpet and we’re concerned about how toxic it could be for our dogs. I’m just having issues finding out if angels trumpet has such a large root system and stalks that look like the one pictured. Pictures 1 and 5 are of a section of the root cluster that I removed and just about all of picture 3 is the whole root structure where several green sprouts initially identified as angels trumpet were coming up from.

Brugmansia is tropical, it’s highly unlikely to be a tropical plant in central NC. Also, it’s not like a toxic plant will go after and bite your dogs… do they have a history of eating plants in the yard?
I have heard of Angel’s trumpets being root hardy as far as Zone 7 and the second photo looks suspiciously like Brugmansia to me. It it isn’t dangerous unless ingested.
