Is there a disc golf course there? These are used to mark the circle measurements around the basket. If it’s a non-permanant course, these are usually left even if they take the baskets out of the ground.

They’re survey points/stakes! They’re used for temporary, specific construction layout (e.g., center lines, offset distances). Could be used to mark property boundary lines, utilities, or things like elevation differences, etc!
These are specifically called Trail Chasers and come in a bunch of different colors and be bought super easily through Walmart or Amazon

It reminds me of the markers the surveyor used when we had our property lines marked. There might be a metal medallion staked down there as well.
