If you live in a house with a sidewalk, please don’t be inconsiderate. People, especially handicapped people need clear access to walkways.
Don’t plant ridiculous shit right next to sidewalks (this Juniper* is a less common example but I constantly see people planting things like yucca, agave 1” from the sidewalk)

But you’re right, it’s absolutely their responsibility to maintain that. Many people, especially those that don’t walk through their neighborhoods, don’t realize how much of an annoyance for the average person or hazard for the disabled this can be.
There is this issue across the street from an elementary school. It’s horrible that kids have to walk in the street to get to school. It’s bigger than this and they have two.
