I have a 3 year old lemon tree that has never fruited, it did try earlier this year but unsuccessfully. Should I trim the flowers off to encourage lemons?

Keep (and add some slow release fertiliser). My citrus does a autumn bloom that keeps us in honey/lemon cold remedy all winter

If you trim the flowers, where will the lemons come from?

It looks quite small for three years? Maybe it’s the way the photo is cropped. Once winter is over I’d give it regular feeds to push it along.

Hard to tell how big the tree is but if it’s 3yrs in the ground it’s likely got enough leaves and roots to support 1-2fruit. If it’s still small, I’d keep the number of flowers down to 2-3 and decide whether to reduce it to 1 fruit or no fruit if the tree or fruit appear to be impacted.
