Happened to me a few weeks ago. The soil caked up once the rain dried up. I raked again, laid more seed and laid a top soil and sand mix 50/50 and it held up during yesterdays rain. Starting to see grass come through again albeit patchy

Look into a french drain before you do anything more to the grass, that flooding will just keep happening

Could also plant willow and/or alder as they love water. Planting season is finished but you’d probably get away with it still if there’s a lot of water and you watered in dry weather?
