Remove the dead branches, mulch about 3′ around the tree, and get some tree fertilizer spikes to pound into the soil. You can also berate, and top dress with sand and mild fertilizer on the rest of your lawn.

I wouldn’t spend any money on this tree aside from removing and replacing.
