Two mature dwarf peppermint trees that I've just pruned down from 2 m to my eye level (we do that annually to not have them block the view of the front windows).

For years they've had brown and white powdery spots (1st photo) that persisted, but this year I can see small new healthy leaves growing on some of the bare wispy branches.

Problem is the mature leaves still on still has those spots on. It'll spread to the new leaves i think.

Also I find that the leaf drop from itself just collects in clumps on the branches throughout the plant at all levels.. Shaking it or using the leave blower on it hardly dislodge them. I have to literally dig it out with my hands, and i can't get to the middle branches. Is that why it persistently look sick?

Lastly I'd prefer straight side hedges to block the view of our bins which we keep behind these two. A relative had taken it to herself to prune the bottom branches back some years ago as she didnt like the idea of "creatures hiding" under bushes. Will the bottom branches ever grow back? I am not hopeful.

I don't like removing established native and waterwise plants if I dont have to, but I am on the fence.
