I believe this is Pale Purple Coneflower or another Echinacea growing in a seeded restoration. I noticed it has grown leaves that are tubular. Is there a term for this? Is this due to another influence like insects or fungus or a virus?

I can’t say for certain this is the case here, but there are lots of insects that roll up leaves to hide from predators while they eat, or to pupate, etc. Check out the inside of the roll, do you see any webbing or signs of insects?

Looks like it could be a drought response to help collect water?
