We also have an American Holly next to it that has leaves turning yellow/brown as well.

Broadleaf weed herbicide drift?
Any chance it’s aphids or something?
The white fluff on the underside of the leaf may be the beginnings of a woolly aphid outbreak. Since the leaves are still expanding their feeding may be causing some leaf distortion.
Looks like herbicide damage to me. Maybe a lawn person spraying 24d?
