How do I build a barrier against the fence so I can fill these beds?

My backyard borders a drainage canal and I have a chain fence covered in different stuff. I want to fill in the beds between the brick border and the fence without all of the dirt running out when it rains. Ideally to plant some shrubs and privacy bushes or nicer plants. How should I go about this? Any tips or ideas? Thanks!
