   The leaves do look like salvia, lavender has small lobe shaped leaves.

   Salvia. Crush the flowers. Do they smell lovely? That is how to determine if it is lavender.

   Salvia, lavender typically doesn’t have flowers going that far down the stem. The leaves are also broader than lavender.
