Well, can tell a little better once it has leaves but it looks surprisingly good considering it has a Godzilla sized vine wrapped around it lol. I don’t think I’ve ever seen one that large, wow. If it fully leafs out I would not be concerned, usually I’d advise cutting the vine but that’s a pretty remarkable one, I’d hesitate to touch that unless it’s invasive

This appears to be Oriental Bittersweet vine, and at this size, it is a serious threat to the tree.
The vine is literally strangling the tree. As the tree grows outward, the vine constricts the flow of nutrients and water between the roots and the canopy.
The sheer mass of those vines adds immense weight to the upper canopy, making the tree much more likely to topple or lose large limbs during high winds or heavy snow.
Recommendation:
Do Not Pull the Vines. Trying to rip these massive vines down could damage the tree’s bark or pull down heavy, dead branches onto yourself.
If you want to save the tree, use a “window cut”—sawing through the vine at the base and again about 3–5 feet up, removing that middle section. This kills the upper portion of the vine without damaging the tree’s bark. Over several years, the upper vine will rot and fall away naturally.
Because of the size of this tree and its proximity to the house and power lines, I’d strongly recommend having a certified arborist evaluate it in person. They can determine if the tree is still structurally sound or if the girdling has progressed too far to save it.

OP, can you please let us know what species of vine/liana that is? One of the largest I’ve seen outside of the tropics

That vine is insanely large!
What is it?
I’ve seen some wisteria close to that big…. Wrapped around a telephone pole so big and thick that the thing looked like a tree… it was BEAUTIFUL in bloom

You’ve already gotten some good answers on the tree’s health and what to do going forward, but I just wanted to say, even though this is very bad for the tree and bittersweet is not great, this looks absolutely awesome. I’m not supposed to love it but I do, and just purely from an aesthetic standpoint it really makes a statement. Unfortunately the other side of that statement is killing the hell out of that tree.
