Sydney zone 10. Neighbors Japanese Maple has recently been mulched & fed (which is maybe wrong time to do it). Plant sits in fairly direct morning sun and it gets hot & bit burnt – but now its putting out new growth which is soft & almost instantly shriveling, even in the milder autumn sun.
Is this a case of too much water & food for this time of year? or of something more sinister…

Maples are deciduous so it should be dropping its leaves. My maple leaves sometimes shrivel before they drop.
