CA passed a law a few years ago that set a standard for what could be labeled as “compostable” this plate must not meet that standard, but other states don’t have that rule so they can still lable it as compostable.
It probably has a plastic film on it that makes it not actually compostable.

So much stuff is marketed as compostable that has plastic in it. Feels bad

Most likely it has some type of coating that California has said can’t be safe for composting, like PFAS or PFOS. Basically any food container that is paper based usually has a coating on it to stop food sticking to it. This, unfortunately, is usually a chemical you don’t want in your compost. The rule of thumb is if it has a shiny, printed side, stay away.
